Meet Our Executive Director – Kevin Meier

Kevin Meier, a proud lifelong resident of Southington, brings a unique blend of leadership, experience, and hometown pride to his role as Executive Director of the Southington Housing Authority. Since stepping into the position in early 2023, Kevin has drawn on a rich background shaped by two distinct yet equally demanding careers. His nearly decade-long journey as a professional baseball pitcher instilled in him the values of discipline, resilience, and teamwork—qualities that laid the foundation for nearly 30 successful years in senior leadership at ESPN, a Fortune 200 company. These experiences have sharpened his skills in strategic planning, team development, and operational excellence—now fueling his mission to serve and strengthen the community he proudly calls home.

Kevin’s deep-rooted connection to Southington and a strong desire to give back to the community that shaped him inspired him to take on the role at SHA. Under his leadership, the organization continues to focus on providing safe, quality housing and supporting the needs of residents throughout Southington. Kevin’s collaborative approach and dedication to the mission of the Housing Authority are evident in his ongoing efforts to enhance programs and services for the community. He is also proud to work alongside what he considers “the best staff in the business” — a dedicated team whose hard work and commitment make SHA’s success possible every day.

Kevin is married and has two adult daughters, along with two dogs. Outside of work, he enjoys coaching baseball, spending time with his family, and taking part in outdoor activities.

Meet Chelsea Connelly - Executive Assistant

Since stepping into her role as Executive Assistant in mid-2022, Chelsea Connelly has become an essential part of the SHA team, bringing energy, insight, and reliability to the Southington Housing Authority. From day one, she demonstrated exceptional initiative—quickly mastering her responsibilities and making meaningful contributions to the organization’s daily operations.

Chelsea’s strong organizational skills, attention to detail, and proactive approach make her an invaluable member of our team. Her behind-the-scenes work is critical to ensuring SHA functions smoothly and supports our mission to serve the Southington community with excellence and compassion.

She brings a diverse background in marketing, hospitality, and customer service, along with a Bachelor of Science in Strategic Communications and a minor in Media Studies from Central Connecticut State University. Her prior experience has equipped her with a wide range of skills—particularly in communication and task management—that directly benefit her work at SHA.

Chelsea is a great team member who works well with all demographics, helping to foster a positive, inclusive environment where staff and residents alike feel respected and supported.

Meet Joshua Heald - Maintenance Technician 1

Josh Heald joined the Southington Housing Authority in May 2024 and brings with him over a decade of hands-on experience in maintenance, construction, and project coordination. As a Maintenance Technician, Josh is responsible for the upkeep and repair of our properties, ensuring our residents live in safe, clean, and well-maintained homes.

Prior to joining SHA, Josh worked in various maintenance roles across Connecticut and Massachusetts, where he developed a strong background in plumbing, electrical work, HVAC, apartment turnovers, and general property maintenance. He has also coordinated construction projects and provided mechanical and technical support in both residential and commercial settings.

Known for his reliability, problem-solving skills, and can-do attitude, Josh takes pride in delivering quality work and helping create a welcoming environment for residents and staff alike. Outside of work, he enjoys spending time with his two huskies, who keep him active and entertained year-round.

Meet Theresa Incognito - Office Administrator

Theresa Incognito brings a wealth of knowledge and dedication to the Southington Housing Authority, with many years of experience in the housing industry and a strong commitment to public service. Working part-time in the office, she plays a key role in managing resident recertifications and ensuring compliance with housing program requirements.

Theresa’s extensive knowledge, excellent customer service, and compassionate approach make her a trusted resource for residents and staff. Her attention to detail and dedication to helping individuals maintain stable, affordable housing continue to make a lasting impact on our community.   Theresa is highly credentialed in the housing and real estate fields. She holds a Certified Property Manager (CPM) designation in Asset Management from the Institute of Real Estate Management (IREM).  In addition, she received her Public Housing Manager (PHM) designation, is a Certified Occupancy Specialist (COS), and is a past licensed real estate broker in both Massachusetts and Connecticut. Her contributions reflect the values and mission of SHA. Her energy, professionalism, and deep understanding of housing operations help foster a welcoming and supportive environment for everyone who walks through our doors.

A proud Brooklyn, NY native, Terry brings a vibrant spirit and a warm Italian influence that adds just the right touch of heart and humor to the office. Outside of work, she is a loving wife, mother, and grandmother, and shares her home with two beloved dogs who keep her on her toes and bring her endless joy.

Meet Bob McBride - Part time Maintenance

Robert “Bob” McBride has served the Southington Housing Authority with dedication and skill for over 30 years as a part-time maintenance worker. Known for his reliability, strong work ethic, and friendly demeanor, Bob has been a vital part of maintaining the Authority’s properties and ensuring a safe, well-kept environment for residents. His deep knowledge of the buildings and long-standing commitment make him a valued member of the SHA team.

Though he formally retired in 2024, Bob continues to contribute part-time, sharing his expertise and lending a steady hand where needed. Outside of work, he enjoys spending time with his wife and dog, visiting his children and grandchildren and can often be found working on his truck—a hobby that reflects the same hands-on passion he brings to his role at SHA.
